강릉시내에서 동해안을 따라 남쪽으로 약 18㎞ 떨어진 지점에 있다. 〈한양(漢陽)의 광화문에서 정동쪽에 있는 나루터가 있는 마을〉이라는 뜻으로 이름이 지어졌다. 위도상으로는 서울특별시 도봉구에 있는 도봉산의 정동쪽에 있는 것으로 밝혀지고 있다. 신라때부터 임금이 사해용왕에게 친히 제사를 지내던 곳으로 2000년 국가지정행사로 밀레니엄 해돋이축전을 성대하게 치른 전국 제일의 해돋이 명소이기도 하다.
바위 사이의 작은 틈새를 돌아 배가 드나들게 되어 있는 작은 항구에서는 꽁치·가자미·전복 등을 잡는 어선이 출항하며, 1년에 두 번 정월 대보름과 오월 단오에 동제(洞祭)를 겸한 풍어제를 지낸다. 항구에서 가까운 거리에 세계에서 바다와 가장 가까운 역으로 기네스북에 올라 있는 정동진역이 있다. 정동진역은 1994년 TV드라마 《모래시계》의 촬영지로 잘 알려지자 청량리역에서 해돋이열차가 운행되면서 유명한 관광명소로 떠올랐다. 부산·동대구·대전·광주·전주·의정부·춘천 등 전국의 여러 역에서도 이곳으로 관광열차를 운행하고 있다. 인근에 정동진·고성목·등명 등 소규모 해수욕장과 모래시계공원이 있고, 경포대·오죽헌(보물 165)·참소리축음기오디오박물관·등명락가사·천곡동굴·추암촛대바위·환선굴 등 가까운 거리에 관광지가 많다.
